Pension measures move on multiple fronts as Eighth Pay Commission clocks one year

Eighth Pay Commission enters second year
The Eighth Pay Commission completed its first year on Nov. 3, 2026, one year after it was notified on Nov. 3, 2025. Salary revision, pension hike and the fitment factor were the main updates under discussion as the pay-review body moved into its second year.
The commission’s year included its constitution and consultations with stakeholders, while employee demands kept the fitment-factor debate active. The Economic Times separately tracked five major developments since Nov. 3, 2025, in addition to reporting the latest salary-revision, pension-hike and fitment-factor updates.
- The Eighth Pay Commission completed one year on Nov. 3, 2026, with salary revision, pension hike and fitment factor still under discussion.
- Hypothetical fitment factors of 2.5, 3 and 3.5 would raise a ₹25,000 basic pension to ₹62,500, ₹75,000 or ₹87,500.
- The Madhya Pradesh High Court gave the school education department two weeks to stop pension recovery.
- Kerala deferred a KSRTC pension hike amid a ₹3,000 crore debt burden, while Telangana extended instant pensions to additional beneficiary categories, including wives of deceased pensioners.
- Disability pension rose to ₹375, with the eligibility threshold reduced from 80% to 40% and the age limit removed; EPFO UAN and pension certificates are available on DigiLocker.
The dedicated one-year update groups the issues into three updates: salary revision, pension hike and fitment factor. A separate anniversary review counts five developments spanning the commission’s constitution, consultations, employee demands and the fitment-factor debate. That overlap explains why pension remains the disputed element within the broader pay revision.
Hypothetical fitment factors and pension calculator
Livemint’s pension calculator starts with existing basic pensions of ₹25,000, ₹50,000 and ₹75,000 and applies hypothetical fitment factors of 2.5, 3 and 3.5.
| Existing basic pension | At factor 2.5 | At factor 3 | At factor 3.5 |
|---|---|---|---|
| ₹25,000 | ₹62,500 | ₹75,000 | ₹87,500 |
| ₹50,000 | ₹125,000 | ₹150,000 | ₹175,000 |
| ₹75,000 | ₹187,500 | ₹225,000 | ₹262,500 |
An existing ₹25,000 pension becomes ₹62,500, ₹75,000 or ₹87,500 under the three assumptions. At the top of the range, ₹75,000 becomes ₹187,500, ₹225,000 or ₹262,500. Every table entry comes from multiplying the existing basic pension by the assumed factor.
An existing ₹50,000 basic pension becomes ₹125,000, ₹150,000 or ₹175,000. Between 2.5, 3 and 3.5, the table rises by ₹25,000 at each step. Livemint describes the results as possible changes, and News18 carried the same basic-pension range and fitment-factor assumptions. Neither presentation identifies those multiples as government-approved rates.
State court and government pension actions
The Madhya Pradesh High Court has given the state school education department two weeks to stop pension recovery, the Times of India reported. The order is directed at the department, and the process it must halt is pension recovery.
Kerala has deferred a pension hike for retired transport ministry staff. Transport Minister C P John tied the KSRTC pension-hike deferral to mounting debt and weaker-than-expected revenue at the corporation, with the state debt burden put at ₹3,000 crore, India Today reported.
The Telangana government has extended its instant-pension facility to additional categories of social security pension beneficiaries. Wives of deceased pensioners are among those eligible, and they can receive pension without delay, the Times of India reported. The change concerns payment access rather than a revised pension amount.
Disability test, EPFO records and private credit
The government has raised disability pension to ₹375. It has also removed the age limit and reduced the qualifying disability threshold from 80% to 40%, Business Standard reported. The revised 40% test is half the previous threshold. With the age-related bar gone, the revamped scheme makes monthly assistance available to more people.
News18 reported that EPFO services are available through DigiLocker, through which users can obtain a UAN and a pension certificate online. EPFO is the statutory body established by the government to administer and regulate provident-fund, pension and insurance schemes for employees in India.
Institutional investors are also stepping up bets on private credit as insurers, pension funds and development finance institutions back new funds, the Economic Times reported. The reports identify those institutional categories as participants; they do not give the size of the new funds.
The court’s two-week deadline for stopping school-department pension recovery is the most immediate compliance date. Separately, the government’s final fitment-factor decision for pay and pension remains the open number.
